H.B. 3361

This bill amends Oklahoma’s Medicaid reimbursement regulations to allow the Oklahoma Health Care Authority to set discretionary minimum reimbursement rates until July 1, 2027. It also has provisions to strengthen primary care, including:

• specific reimbursement standards for providers in networks, non-network providers, rural health clinics, Certified Community Behavioral Health Clinics, pharmacies, and anesthesia services.
• mandates value-based payment arrangements with quality incentives, requires capitation rates to be actuarially sound and risk-adjusted, and sets a target of at least 11% of health care expenses to be spent on primary care.
• monitoring primary care spending, enforcing medical loss ratio standards, and establishing risk corridors and penalties for non-compliance.
