On July 31, the PCC and its Better Health NOW Campaign submitted formal comments on the Interim Final Rule implementing Medicaid Community Engagement requirements, calling on CMS to “withdraw and reissue the IFR in a manner that is more consistent with Medicaid’s statutory aim and requirements.”

The letter, signed by America’s Essential Hospitals, America’s Physician Groups, Primary Care Collaborative, and others, explains that the proposed rule’s overly prescriptive application of Medicare-based limits will impede state efforts to advance value-based payment models tailored to Medicaid beneficiaries’ unique needs. The organizations urge CMS to preserve state and managed care organization flexibility, align Medicare-based payment limits with the Medicaid fee-for-service process, and refrain from limiting services not required by statute.

While a single, total loss projection for AdventHealth has not been publicly released by the health system, the expiration of Affordable Care Act tax credits and deep federal Medicaid reductions, has impacted the system’s primary service footprint. However, the cuts represent less than 7% of its net patient revenue.

Documentation burdens, frequent renewal deadlines, and complex reporting rules will push residents off MassHealth, unless the state takes deliberate steps to help people navigate the system. Those most at risk, including people with behavioral health conditions and unstable housing, are also the least able to navigate these requirements on their own, making investment in the behavioral health safety net essential to keeping them covered.
