Elizabeth J. Fowler

Elizabeth Fowler is the Deputy Administrator and Director of CMS Innovation Center. Liz previously served as Executive Vice President of programs at The Commonwealth Fund and Vice President for Global Health Policy at Johnson & Johnson. Prior to that was special assistant to President Obama on health care and economic policy at the National Economic Council. And in 2008-2010, she was Chief Health Counsel to Senate Finance Committee Chair, Senator Max Baucus (D-MT), where she played a critical role developing the Senate version of the Affordable Care Act.

Liz has more than 20 years experience in health services research and health policy. She served as vice president of public policy and external affairs for WellPoint, Inc. and as an attorney with the Washington law firm Hogan & Hartson. She also spent nearly five years as a health services researcher with HealthSystem Minnesota. Liz has a B.A. from the University of Pennsylvania, a Ph.D. from the Johns Hopkins School of Public Health, where her research focused on risk adjustment, and a law degree (J.D.) from the University of Minnesota. She is admitted to the bar in Maryland and the District of Columbia.
